Is Medical Marijuana (MMJ) legal in Maryland?

Yes. In 2013 the governor of Maryland signed legislation that allowed for a medical marijuana program.  The first cultivators were licensed in 2016 and sales began in 2017.


Is Recreational Cannabis legal in Maryland?

Yes. Maryland passed a ballot referendum in November 2022 legalizing Cannabis for Adult Use.  According to the new law, beginning on July 1, 2023, adults 21 or older may possess and consume up to 1.5 ounces of cannabis flower, 12 grams of concentrated cannabis, or a total amount of cannabis products that does not exceed 750 mg THC.

Cultivation Tiers Defined:

There are currently 15 licensed cultivators in Maryland to serve the Medical market.  Maryland does not specify a maximum plant count for these cultivators.  


Restrictions:

Adults who are 21 or older can cultivate up to two plants in their home in Maryland.  Plants may not be publically viewable.

Grower Only:

Application Fee Stage 1 - $2,000

Application Fee Stage 2 - $4,000

Annual License Fee - $125,000


Grower & Dispensary:

Application Fee Stage 1 - $3,000

Application Fee Stage 2 - $8,000

Annual License Fee - $165,000
